Malaysia’s Budget 2027, presented on 9 October 2026, outlines several proposed measures aimed at reducing the cost of living, supporting businesses and strengthening economic growth.
Here are the key highlights that individuals, employers and business owners should take note of.
1. Personal Income Tax Relief and Rate Adjustments
The Budget proposes several changes to individual income taxation:
- Personal tax relief: Increased from RM9,000 to RM12,000.
- Chargeable income of RM70,001–RM100,000: Tax rate reduced from 19% to 18%.
- Chargeable income of RM100,001–RM150,000: Tax rate reduced from 25% to 24%.
These adjustments are intended to reduce the tax burden on eligible individual taxpayers.

2. Expansion of Individual Tax Reliefs
The Budget also proposes to expand tax relief coverage to include:
Postnatal care services
Expenses for caring for parents and grandparents
Sports shoes
Pet vaccinations and eligible expenses for pets adopted from registered shelters
Education and skills training expenses
Children’s tuition fees
Artificial intelligence (AI) software subscriptions
All reliefs remain subject to the applicable eligibility criteria and limits.
3. Minimum Wage and Salary Initiatives
The proposed minimum wage adjustment would increase the monthly rate from RM1,700 to RM2,000, with implementation expected from June 2027.
Other measures include:
- Potential wage adjustment relief for MSMEs with annual sales below RM50 million.
- A proposed RM2,500 monthly starting salary framework for semi-skilled workers and graduates.
The proposed RM2,500 starting salary framework should not be confused with a statutory minimum wage applicable to all employees.

| First RM150,000 | 14% |
| RM150,001–RM600,000 | 16% |
Both tax bands are proposed to be reduced by one percentage point, potentially benefiting approximately 300,000 MSMEs.
Eligible businesses may also receive additional tax deductions of up to RM6,000, subject to official conditions.

The first-home incentives are proposed to apply to sale and purchase agreements signed between 2027 and 2030, subject to the relevant requirements.

6. PTPTN Repayment Incentives
Additional repayment incentives are proposed for eligible PTPTN borrowers:
- Borrowers earning RM2,500–RM3,000 monthly may qualify for a minimum repayment of RM50.
- Borrowers with no arrears who maintain consistent repayments may qualify for a 10% discount.

Overall, Budget 2027 places emphasis on:
- Reducing individual and business tax burdens.
- Improving employee income and wage support.
- Encouraging skills development and digital adoption.
- Supporting homeownership and household financial stability.
